Job Summary

The Deputy Chief of Party (DCOP) is a full-time position based in the Strengthening Egypt’s Family Planning Program (SEFPP) in Cairo, Egypt. The DCOP supports the Chief of Party's mission for overall strategic focus and management effectiveness of the project and overseeing the implementation and evaluation of all activities supported by the project. The DCOP reports to the SEFPP COP.

The SEFPP Deputy Chief of Party (DCOP), exhibits leadership and management and qualities along with deep knowledge and experience managing family planning (FP) and reproductive health (RH) programs in Egypt. He/ She should possess skills in planning for sustainability and strategic policy improvement, and the ability to develop and maintain professional relationships with all key stakeholders from the Ministry of Health and Population (MOHP), National Population Council (NPC) and USAID/Egypt, as well as the various development partners, civil society, and professional organizations. S/he will directly supervise the work of the SBCC Director, Service Delivery Director, Strategic Information Director and Advocacy Manager.

Responsibilities:

Assist the COP in strategic and management leadership and oversight

  • Contribute substantially to program planning and monitoring, management and control systems and to processes that ensure informed decision-making and timely implementation of program activities.
  • Model effective communications, professional relationships, and coordination for timely reporting, both internally and externally.
  • Provide needed input to evidence-based policy and program direction especially for FP and RH;
  • Work closely with COP to monitor, analyze and troubleshoot any challenges to project implementation and assist Human Resources Director to resolve any human resources issues that arise.
  • Serve as Acting COP as required including assuming primary communications with the Home Office support team, and USAID.

Assume delegated technical leadership and coordination roles potentially including:

  • Coordination of planning, implementation and evaluation of program activities.
  • Encouragement of innovation and technical excellence in meeting project goals, objectives and indicators.
  • Monitor that use of evidence-based public health as the foundation of all strategies and activities.
  • Provision of cutting-edge technical direction in providing high impact FP/RH interventions and work toward introduction and spread of best practices that will achieve optimum program impact.
  • Donor and government interface as delegated by COP.

Coordination with development partners and projects as determined with COP including:

  • Local and international NGOs, donors, and other relevant stakeholders of FP and RH programming.
  • Interface and liaise with other related local and international partners for coordination and collaboration.
  • Subrecipient/subcontractor relations ensuring transparency, strong communication, and excellent partner relations.
  • Participate in donor and other development partner networking and coordination forums and activities including advocacy and dialogue.
  • Set and maintain standards for effective collaboration between project staff and partners.

Job Requirements

  • Master's degree in Ob/Gyn supported with at least 15+ years of experience in Ob/Gyn and delivering FP services;
  • Mid to senior level experience in managing international programs related to health, MNCH and/or RH/FP projects, organizational performance improvement and training designing in/for developing countries;
  • Demonstrated leadership skills in working collaboratively with other donors, host country institutions and international organizations;
  • Demonstrated strong analytical and strategic capabilities;
  • Documented field realities and experience working in Egypt or the Middle East region;
  • Working knowledge of relevant USAID and USG policies, strategies, requirements and familiarity with current USAID Global Health (GH) Bureau priorities including Protecting Life in Global Health Assistance, and other RH/FP implemented globally;
  • Demonstrated experience in working directly with developing country program clinicians, managers and policy makers in reproductive/maternal health, preferably acquired by having practiced Gynecology in Egypt;
  • Good understanding of programs and organizational aspects of major international donors, multilateral agencies, and nongovernmental/private voluntary organizations supporting the social sector, with a focus on reproductive health and FP programs
  • Fluent in spoken and written English and Arabic.
