Job Description

Background

  • Catholic Relief Services (CRS) works in a wide variety of areas within the humanitarian and development fields, regardless of race, creed, religion, or gender, to advance our mission to assist the poor and vulnerable. Our
  • team reflects this diversity. The CRS Egypt country program began in 1956 at the invitation of the Egyptian president Nasser by providing relief assistance to the victims of the Suez War. Over the following few decades, CRS Egypt moved from large-scale food relief to long-term poverty alleviation and development programs.
  • Currently, CRS Egypt has three main programs: livelihoods, interfaith peacebuilding, and education assistance for refugees. Projects under these programs range from the provision of technical assistance and capacity building of partners, to the promotion of peace and tolerance, the provision of grants for refugees, and the protection and safeguarding of children.
  • CRS Egypt currently holds a main office in Cairo, and the refugee support sub-office in Maadi with activities in Greater Cairo, Upper Egypt, and the North Coast.

Job Summary:

  • You will manage programming in the Country Program (CP) for the CRS Egypt peacebuilding portfolio, designing and implementing projects advancing CRS’s work in serving the poor and vulnerable. Your management skills and knowledge will ensure the CP delivers high-quality programming and continuously works towards improving the impact of its programming.
  • Under the supervision and guidance of the Head of Programming (HOP), you will be responsible for the planning, implementation, and monitoring of CRS Egypt’s peacebuilding portfolio. You will provide technical support to project staff and partners, ensure timely and accurate reporting to the Head of Programs and donors, and represent the project in a variety of contexts at the governmental and nongovernmental levels.
  • You will also provide support to growth opportunities within sector, including new business and partnering opportunities. This will include identifying potential partners, donor scoping/mapping, intel gathering, and leading proposal development.
  • CRS is implementing several interfaith and peacebuilding activities, including three with USDOS/DRL. All projects seek to decrease violence and promote tolerance by supporting religious leaders, youth, parents, and children in disseminating positive and inclusive attitudes and behaviors throughout Upper Egypt.

Job Responsibilities:

  • Manage and implement all activities of the CRS Egypt Peacebuilding Portfolio throughout relevant project cycles - project design, start-up, implementation, and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools, including for both technical and financial management.
  • Effectively manage and supervise talent. Oversee team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Coordinate the identification of staff capacity land technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.
  • Champion learning with project staff and partner teams.
  • Analyze and evaluate project performance data following MEAL policy.
  • Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
  • Lead project design and proposal development, proactively seeking strategic growth opportunities while contributing to and leading certain sections of CP-wide strategic planning.
  • Help identify, assess, and strengthen partnerships relevant to the peacebuilding portfolio, link project partners to other CRS Egypt program areas for potential collaboration, applying appropriate application of partnership concepts, tools, and approaches.
  • Lead reporting efforts for projects under the portfolio, ensuring products are of high quality and utilize CRS tools and best practices.
  • Manage identification, assessment, and integration of peacebuilding concepts, tools, and activities in other program sectors and project activities.
  • Coordinate and monitor financial and material resources relevant to project needs.

Lead the budget pipeline and management oversight process for both direct project implementation and indirect partner implementation, including providing training as needed. Ensure thorough planning and oversee efficient use of project resources.
  • In coordination with the portfolio’s MEAL staff, oversee implementation to ensure projects meet their impact targets and are incorporating data-driven lessons learned into their programming approaches.
  • Integrate data analysis, reflection and interpretation and use with ongoing project activities.
  • Ensure compliance with donor and agency MEAL requirements.
    Cultivate relationships with community members and stakeholders.
  • Share project learning and experiences in broader regional discussions, with donors, with relevant stakeholders, and with beneficiaries, as relevant, through the production of high quality communication documents.

Job Requirements

Required Background & Experience:
Education & Experience

  • Master's Degree in International Development, International Relations or in a related field. Additional experience may substitute for some education.
  • Minimum of six years of relevant field-based experience in managing complex projects required, preferably with an international NGO.
  • Project management experience in interfaith, peacebuilding and/or development work is highly desirable.
  • Experience implementing DRL-funded projects preferred.
  • Prior supervisory experience required.
  • Budget and project financial management required.
  • Experience using and applying ICT4D technology to improve project implementation.
  • Experience implementing with partner organizations.
  • Experience with remote project management preferred.
  • Experience contributing to the development of technical proposals.
  • MEAL skills and experience preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Personal Skills

  • Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
  • Strong relationship management skills and the ability to work effectively with culturally diverse groups.

Required/Desired Foreign Language:

  • Fluency in English and Arabic required.

Travel Required

  • Travel required to the field through visits to partner organizations in Upper Egypt, estimated at 25%.
