Job Description
Position Summary:
AMIDEAST is seeking a Deputy Chief of Party for an expected USAID-funded scholarship administration and training program in Egypt to provide underserved students from across Egypt with scholarships for high quality undergraduate education in Egypt at public and private universities, as well as to develop their skills and knowledge to engage in entrepreneurial activities. Project activities include scholarship administration; English, entrepreneurship and career preparation training coordination, private sector collaboration and internship management, and study abroad coordination.
This position is contingent on funding.
Responsibilities:
The Deputy Chief of Party will lead and oversee all aspects of the program, providing technical, management, and financial oversight:
- Oversee technical project staff responsible for program implementation including scholarship recruitment and administration; English, entrepreneurship, leadership and career preparation training coordination; private sector collaboration and internship management, and study abroad travel
- Ensure proper documentation of all project activities
- Manage, coordinate, and develop project staff and university-based coordinators;
- Participate in project planning and management activities which will include preparing annual work plans, developing technical activity management tools, and reviewing M&E data
- Prepare substantive sections of all project reports including quarterly and annual progress reports, ad hoc reporting requirements, and success stories.
- Ensure effective project management;
- Oversee fiscal and procurement integrity;
- Ensure high quality and timely submission of deliverables;
- Oversee monitoring and evaluation activities, as well as reporting;
- Ensure compliance with USAID and USG rules and regulations and AMIDEAST policies and procedures.
- Represent AMIDEAST and the project in public events and maintain strong relationships with project partners including USAID/Egypt, donors, and partner organizations/universities
- Support the project director in program administration and operational procedures, serving as a back-up when necessary
- Other duties as required
Job Requirements
Required:
- Bachelor’s degree in a relevant field, such as education/education policy, academic administration, business administration, or economics; Master’s degree preferred
- Minimum of 8 years of experience managing and implementing scholarship or training programs, and/or working in and with the Egyptian university system
- At least 5 years of experience implementing programs in the Middle East;
- Fluent in English with TOEIC score of 860 at least or equivalent
- Strong in Arabic communication skills;
- Demonstrated project management, organizational, and leadership skills, including the ability to motivate partners and subordinates, keep projects on track, and hold staff accountable for delivering quality and results
- Demonstrated ability to communicate effectively with internal and external stakeholders
- Excellent interpersonal skills, including conflict resolution abilities
- Egyptian citizen
Preferred:
- Experience working on USAID projects focused on education or training;
- Demonstrated successful design, implementation and delivery of similar projects;
- Demonstrated ability to develop and manage partnerships between academia and the private sector;
- Experience implementing programs in Egypt;
- Experience working in the private sector;
- Fluent in Arabic
