Project Procurement Manager

The Project Procurement Manager will Integrate Procurement in the project management process and project teams at an early stage. You will control and monitor all Procurement activities in a project and introduce Procurement strategies, targeting maximum contribution to the operating result and guaranteeing the observance of the Procurement processes described and optimising deployment of resources.

What are my responsibilities?

  • Early Involvement with the projects at the proposal stage, to Support Bid preparation calculation with reliable and up-to-date cost data on the basis of Total Cost of Ownership (ToCO)
  • Analyze scope of supply and contractual obligations, identify procurement risks, opportunities, potential changes, claims and market forces during the entire project
  • Support project calculation with reliable and up-to-date cost data;
  • Lead contractual, price, cash flow and commercial T&C negotiations for material to secure project targets with optimum conditions;
  • Derive procurement strategy for assigned projects in accordance with Business Unit & Operating Company procurement strategies and ensure implementation
  • Creating and maintaining project procurement plans, and assuring proper execution by supply chain throughout the entire project
  • Establish proper sourcing processes, control all Procurement resources and activities in the project and inform all involved within Procurement to deliver optimum impact for the business (Procurement plan, target-costing) relating to budget, availability, timeline and quality.
  • Apply and manage preferred supplier list, coordinate Supplier Management.
  • Participate in project/sales meetings as project core team member to exert a shaping influence at an early stage and to optimise internal workflows and processes.
  • Establish proper sourcing processes and control all Procurement resources and activities in the project and informing all involved in Procurement to deliver optimum impact of cost-cutting potential (Procurement plan, target-costing) and other Procurement targets and to meet requirements relating to deadlines and quality.
  • Apply Procurement regulations as per Compliance and organisation standards.
  • Bid preparation / Contribution to increased hit rate.
  • Analyse customer enquiries during bid preparation / opportunity management phases and exactly understand the customer's functional needs in order to include (supplier) innovations that improve Siemens' cost position and/or the customer's benefit.
  • Support project calculation with reliable material cost data.
  • Analyse scope of supply and contract agreements, carry out risk analyses and introduce negotiation recommendations together with Commodity Management to prepare for negotiations with suppliers (back-to-back where appropriate) and to initiate appropriate measures.
  • Analyse sales and operations planning in respect of starting / new projects, assessing and controlling of material costs within the whole project business in order to ensure the involvement of Procurement.
  • Derive Procurement strategies in projects on the basis of Division-wide and BU-wide Procurement strategies and ensure their implementation (in particular pooling or utilisation of master contracts), as well as identify solution approaches and integrate diverse objectives to achieve the project and the strategic Procurement targets.
  • Head up contractual and price negotiations and/or support the specialist buyers responsible for particular material fields (in particular those not covered by any Commodity Management) to secure project targets with optimum conditions.
  • Clarify internal indicators for project controlling and compiling all relevant information to submit qualified reports (e.g. for the project team, Procurement management team).
  • Provide supplier information to the project and conduct project-specific supplier evaluations (project evaluations).
  • Identify particular Procurement risks, opportunities and market forces during the project together with the Commodity Management to avoid potential damage / exploit potential opportunities through tailored risk and claim management (e.g. contractual framework).

Job Requirements

  • Bachelor’s degree (Engineering/ commercial / posted graduate certification in procurement or supply chain (highly required)
  • 10 Years’ experience within the Industry sector with strong relationships with a wide range of local and overseas suppliers
  • It is essential that candidate has proven strategic Procurement experience and will be qualified to CIPS level or equivalent.
  • Experience in managing a virtual team of internal cross-functional partners.
  • Have excellent communication skills at all levels.
  • Be able to collaborate internally and with external customers.
  • Experience of working with Cross functional teams in a Bid & Project Management environment.
  • Ideally intermediate knowledge of Excel, Word, Outlook, PowerPoint & SAP experience.
  • Knowledge of purchase to pay systems is desirable but not essential.
