Job Description

Safety, Health and Environment

  • Drives safety culture improvement via a deep understanding of human performance
  • Support the site managers and their site teams to deliver continuous HSE improvement
  • Review and continuously improve CoW system by performing continuous self-verifications and gap assessment
  • Ensures appropriate resources are in place to manage HSE compliance programs
  • Defines annual goals, objectives for the site HSE Team
  • Ensure suitable HSE training matrix, training plan and resources are in place to enhance employees HSE training
  • Ensures staff defines appropriate objectives and meet periodically to review progress on activities
  • Assists HSE Staff in communicating and resolving health&safety issues
  • Review and develop required environmental management process
  • Review and support health management and industrial hygiene

Emergency Response

  • Ensure that crises management and emergency response capabilities, training, drills are in place and systems available to provide its maintenance and linkage with the government and other sister companies arrangement
  • Verify that emergency response organization is in place
  • Co-ordinate emergency response exercises and perform leadership assigned duties in accordance with the ER Plan

Compliance, Assurance and self-verification

  • Ensures compliance requirements and practices are systematically documented in health&safety procedures
  • Reviews and approve all regulatory correspondence and reports
  • Interacts with agencies during inspections if issues arise that need to be addressed or communicated. Meets with external auditors, as scheduled, to communicate health&safety policies, programs and strategies
  • Leads and participates in internal audits and inspects
  • Provides leadership to the HSE team on compliance programs
  • Participate in all audits and evaluations and ensure that recommendations and outstanding HSE matters are tracked until resolved
  • Lead and maintain the Self-verification program on site and ensure proper follow up for action items implementation

Process Safety and risk management

  • Support the JV process safety management, and KPI's are in place to drive the continuous improvement
  • Support operational discipline management plans and get involved in the implementation
  • Support MOC work flow and get involved as a safety reviewer in different MOC cycle steps
  • Ensure proper contractor management and get involved in contractors selection and evaluation, and plan required audits for contractors
  • Review and share site level 3 risk register items on periodical basis, and ensure continuous update of the list
  • Ensure proper readiness of incident investigation capabilities

Job Requirements

Requirements

  • Min Years of Experience: 12 Years
  • Fluent verbal and written English & Arabic is required
  • Degree – Engineering, Scientific or Technical
  • NEBOSH Diploma in Occupational Health and Safety equivalent accreditation or equivalent
  • HSE related accreditation such as CSP, IOSH, PE or CEng
  • Good communication and networking skills with demonstrable ability to work within a multi-disciplinary team are essential
  • Extended team members are often located in different groups, departments or locations; so strong teamwork, communication and cross-cultural skills are required
  • The successful candidate will have excellent problem solving skills, project planning experience and the ability to work in a high activity environment with minimal supervision.
  • As PHPC operates with other shareholdersrs and Egyptian government we require approval for all activity, the ability to influence through persuasion and relationships is essential to success in PHPC

Skills and Competencies

  • Experience using Microsoft Package Excel, PowerPoint, Word, Project and Access
  • Experience in leading HAZID, HAZOP and other risk assessments processes
  • Incident investigation skills
