Job Description

Programme Budget and Operational Planning phases:

Design and facilitate the preparation of the regional Programme Budget and related HR plans, and provide briefing and guidance to staff at regional and country level;Review costing of Products and Services/Outputs/Outcomes and review and analyze HR plans budget and funding projections;Oversee the preparation of the distribution of Budget Allocations to Budget Centres, making timely adjustments and alignments to support timely budget implementation;Facilitate the preparation of the proposed flexible funds allocations following the organization's new principles, criteria and timing

Implementation, monitoring and reporting

Oversee the budget function and provide effective, efficient and flexible budget management advice and services, which enable successful programme implementation. Oversee the monitoring of the implementation of WHO/EMRO's projects and grants, ensuring that implementation, expenditure and reporting are consistent with plans and projects. Analyze risks for implementation and develop alternatives to address the risks. Mentor and build capacity in results-based budgeting concepts and principles.Oversee and coordinate the development of new SOPs and tools for budgetary management, and design innovative approaches, tools and work procedures adapted to the context of efficient programme management in the Region.Direct the management of the regional budget in the General Ledger, and perform periodic budget and budget implementation analysis and produce relevant reports to support management decisions. Ensure compliance with WHO budgeting policies and procedures and adapt EMRO model for allocation of corporate flexible resources for HR and activity in accordance with identified priorities and delegation of authority in place.Monitor and analyze the utilization of the allocated flexible resources and advise Regional Advisor/PME and senior management on actions required to ensure most efficient use of these resources.Oversee and undertake regular review of workplans in RO and COs, to provide periodic advices as necessary to ensure proper and timely implementation of allocated funds and achievement of expected results.

Job Requirements

Education

Essential:

Master's degree in public health, management, business or public administration or other social sciences.

Desirable: Specialized training in planning, results-based management and/or project management would be an asset, as would IT development experience.
Experience

Essential: A minimum of seven years of relevant experience, at the national and international levels, in strategic and operational planning, monitoring of technical and financial implementation and performance management of technical programmes and related operations.

Demonstrated experience in coordinating with and reporting on the work of diverse teams and financial resources at international level.

Desirable: Experience working in WHO, the UN and/or international organization, health cluster partners including at the regional/country level. Experience in change management and organizational development.

Skills

Strong theoretical and practical knowledge of result-based management, results-based budgeting, analysis and forecasting. Demonstrated capacity to contribute to the design, configuration and implementation of information systems to produce timely and reliable program and management information. Ability to manage multiple issues and tasks in a complex organizational environment and to re-prioritize actions on short notice.Strong professional communication skills, including the development of written reports and oral presentations. Extensive practical knowledge of modern management principles and techniques, especially with respect to large operations at national, regional and/or global levels. Strong strategic thinking, with the ability to quickly comprehend strategic and tactical objectives and to formulate comprehensive plans to address challenges/risksKnowledge of WHO or other UN agencies' governing mechanisms, procedures, planning and programme management.
