Job Description

  • Provides advice and guidance to clients on procurement matters, and coaches clients on relevant processes (i.e. Requests for Proposals (RFP), Requests for Quotations (RFQ), bid evaluation criteria other competitive procurement tools) to ensure client needs are met, IIE obtains the best value, and to ensure procurement processes are perceived by suppliers as fair, open and ethical.
  • Analyses procurement requirements and selects the most appropriate methods based on interpretation and assessment of established policies, practices, and experience.
  • Ensures that procurement services provided are in accordance with applicable contract and client requirements and IIE policies and procedures.
  • Supervises bid evaluation committees, ensures the integrity of the competitive process, facilitates bidder debriefings, and exercises appropriate judgment and tact while ensuring to protect confidential information.
  • Negotiates and prepares contractual agreements, ensuring appropriate terms and conditions are included to protect the interests of the IIE in collaboration with IIE G&C.
  • Monitors and reviews progress of contractual agreements creates and maintains procurement records, ensuring accuracy and integrity of data.
  • Provides analysis for decisions regarding the procurement of goods and services and related logistics, which impacts budgets, work schedules, and the effectiveness of IIE projects and operations.
  • Prepares and sends purchase orders for materials, goods, and supplies and maintains office inventory, oversees admin duties, plans and implements IIE events.

Job Requirements

  • Requires a Bachelor’s degree in order to apply a working knowledge of the theories and principles in a specialized field or work discipline.
  • Requires at least five years of related work experience.
  • Extensive knowledge in purchasing under USG regulations. USAID and NGO experience is essential.
  • Very good written and spoken English and good communication skills;
  • Ability to work independently, in teams, and across departments.
  • Strong interpersonal and communication skills.
  • Ability to organize and maintain a large amount of detailed information.
  • Ability to conduct reports and maintain contracts and files.
  • Ability to read and interpret documents.
