Job Description

Purpose of the Position

The reports writer supports the grant management function by ensuring the quality level of WHE reports to donors as well as their appropriate and adequately dissemination to a wide external audience. The position holder provides technical advice on other information products related to donor relations and grant management. The incumbent will be deployed to emergency operations when required.

Objectives of the Programme and of the immediate Category

The mission of WHO’s Health Emergencies Programme (WHE The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

Summary of Assigned Duties


Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:

  • Review, edit and finalize the technical reports using Results Based Management (RBM) guidelines for donor reports and based on inputs received from Regional Office (RO) and WHO Country Offices (WCOs) staff
  • Check accuracy of utilization reports vis a vis the content of the technical reports.
  • Coordinate with EMRO/WHE Communication Team to ensure technical reports respond to the donors’ communication and visibility requirements
  • Support the development of donor briefs, background papers for diverse array of activities of the Programme as well as executive summaries of literature and documents for senior management.
  • Ensure that donor information products published by the Programme are technically sound and edited in accordance with WHO style and standards, are adapted to relevant target audience, and aligned with overall WHO and WHE strategies.
  • Facilitate and provide support to resource mobilization efforts through research and message development on previous technical projects achievements.
  • Promote knowledge management for WHE and ensure coordination with other subject matter experts
  • Perform other related responsibilities, including replacing and/or backstopping.

Functional Knowledge and Skills

  • Three competencies are considered to be mandatory for all WHO staff: “Teamwork”, “Respecting and promoting individual and cultural differences”, “Communication”.
  • Extensive knowledge and deep understanding of scientific publication issues and processes. Good knowledge of global public health issues, in particular those related to Health Emergencies
  • Thorough understanding of peer-review and post-production processes.
  • Demonstrated writing and editing skills, with an ability to communicate effectively on a broad range of issues.
  • Sound knowledge of the principles of evidence-based guideline development.
  • Experience in document management, archive management and the historic recording of events, including emergency response.
  • Ability to "think out of the box" and to make innovative proposals as related to communication.
  • Excellent interpersonal skills, discretion, tact and diplomacy. High level of judgment and initiative

Education Qualifications

Essential

University degree in the area of publishing, communications, information, editor, journalism, external relations or other subject that is shown to clearly support the requirements of the position.

Desirable
Studies or degree in public health, epidemiology or a scientific subject. Formal training on monitoring and evaluation and/or results-based management.

Work Experience

Essential
At least 5 years of experience in editorial and information management working in the health domain.
Several years’ experience in applying results-based management principles to project management. Experience in drafting donor appeals, situation reports and in preparing donor reports.

Desirable
Experience in WHO or UN agency at country level office.
Good knowledge of WHO and the UN systems.

Use of Language Skills
Expert Knowledge of English is essential. Intermediate knowledge of Arabic is an Asset.
