Job Description
Main purpose:
- Planning, coordinating and monitoring all logistics related activities in the project or capital and providing support to medical assistance activities, according to MSF protocols and standards in order to ensure an optimal running of the project
Accountabilities:
- Assisting the Project Coordinator or Logistics Coordinator in the definition and follow-up of logistics activities in the project or capital, in conjunction with other medical project managers in order to identify and give a response to the needs of the targeted population.
- Ensuring and monitoring the implementation of logistics/technical activities in the project/capital including the following:
- Logistics: (construction, transport of goods and staff, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, installation and maintenance of functional office space(s) and lodging facilities for international staff inadequate living conditions)
- WHS: implementation of water, health and sanitation activities;
- Supply: implementation and maintenance of an appropriate supply chain for the project.
- Implementing all administrative related activities linked to logistics (orders, insurances, vehicle contracts, etc.).
- Participating in the planning and implementation, together with the Logistics Coordinator, the Project Coordinator and the HR Coordinator, the HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project / capital in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.
- Ensuring technical reference for all logistics/technical issues in the project and providing coaching to logistics staff under his/her responsibility. Ensuring all staff in the Project is properly briefed about the use of communication tools (handsets, HF/VHF, etc.).
- Defining and monitoring technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to-day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise. For this purpose, the Project Logistics Manager will have to create an appropriate environment to facilitate security exchange of information. Participating in monthly reports according to guidelines.
MSF Section/Context Specific Accountabilities:
Facility Management
- Identify the needs of the base in terms of non-medical investment equipment.
- Manage the analysis/interpretation of the data extracted from Buphagus.
- Take lead on the implementation of the equipment management policy (identification, maintenance procedures, standard articles, etc.).
- Evaluate the impact of in-house or outhouse servicing of investment equipment.
Management of Offices and Workplace Safety:
- Collect the needs of the building users and propose and implement rational solutions.
- Regularly review and evaluate the local real estate market.
- Implement the rules and procedures of safety hazard management and related solutions.
- Implement maintenance principles/tools for all the technical services related to the buildings.
Vehicle Fleet Management:
- Measure and adjust the size of the project fleet and related equipment according to MSF standards and deployment conditions.
- Organize a garage facility on the basis of MSF standards.
- Evaluate the pertinence of local outsourcing basic maintenance service of the fleet.
- Implement and review (when necessary) MSF driving rules and SOP, and analyze data about fuel consumption.
Electricity:
- Maintain and consistently implement the 3 priorities in electricity, safety, protection, continuity of service.
- Follow a logic procedure in order to detect simple electricity problems.
- Produce basic facilities based on MSF standard kits (lighting kit, small generator, charger/inverter). Apply the basic laws of electricity (volt, ampere, watt, AC/DC) when required by new project implementation.
Information and Communication Technology:
- Explain and maintain the MSF IT policy of 3S: Security, Standardization, backup system.
- Perform, verify and re-install a backup.
- Apply installation and maintenance procedures for IT material.
- Follow a logic procedure in order to detect IT problems.
- Manage computer network architecture.
Construction and Renovation:
- Understand, translate and explain the renovation and/or construction procedures for simple structures (temporary, semi-permanent and permanent).
- Utilize and refer to the existing MSF construction reference guides/tools in construction and/or renovation activities.
- Explain the MSF prerequisites for a construction project.
- Draw a schematic diagram of construction/renovation activities, when needed.
- Identify and recognize the need of supply in terms of materials for construction and renovation.
Sanitation:
- Explain and implement the principles of medical waste management (categories & equipment)
Safety:
- Identify the major risks presented by a project in terms of safety of goods and persons, in collaboration with the project coordinator.
- Identify measures to reduce risks and develop a contingency plan for a project.
Job Requirements
Education:
- Essential secondary education and technical diploma or technical university degree, preferably as an engineer
Experience:
- Essential at least two years of working experience in logistics related activities. Desirable previous experience with MSF or other NGOs, and working experience in developing countries
Languages:
- Local language essential
- English language skills – Fluent (written and spoken)
