Role synopsis:

UGDC is an equal share Non-Operated NGL Joint Venture (NOJV) between BP, ENI and GASCO. UGDC business is driven from three locations; Cairo HQ, Port Said (PS) NGL plant and Damietta Export/Import Facility. Deep cut gas extraction and production of the main products Propane, LPG and Condensate started in 2005 with feed gas of 1350 MMSCFD from Petrobel- (EL Gamil) and PHPC – WH. The NGL Plant has the highest recovery in Egypt (99.7 % C3, 99.8% C4, 100% C5+). PS NGL plant is connected to Damietta port through a 52 Km 10” pipeline dedicated to transfer commercial and import Propane in both directions. Damietta Port facility has a refrigerated storage capacity of 30,000 m3 and Export/Import rates of 3,125 m3/hr and 850 m3 /hr respectively. UGDC port jetty has a 13.5 m berth that can accommodate VLGCs up to 45000 Mt.

The United Gas Derivatives Company (UGDC) Assistant Plant Manager (APM) requires a highly experienced plant operation professional with strong leadership and technical skills and the ability of influence to work as a secondee in UGDC. The key objective of the role is to directly support the Plant Manager and the site teams in the delivery of safe compliant and reliable operations of the NGL and Damietta facilities.

This role also has significant input into the technical and operational arenas supporting the business decision making, sustainability and development frameworks. Notably plant TARs, capacity upgrades, equipment and systems performance review/enhancements.
The role is based in the Port Said at the NGL facility and Damietta Export/Import facilities and requires regular visits to Cairo head office. This is a rotational position with an ENI expatriate back-to-back working on a 21/21 work shift.

Key accountabilities:

  • Provide leadership and influence to assure that the UGDC facilities are operated and maintained to deliver safe, disciplined and reliable operations with robust adherence to safe operating limits (SOL) and processes/procedures.
  • Play a lead role in the development of the UGDC S&I management system incorporating industry best practices in safety, operations and integrity.
  • Carry out regular checks on the quality of the operation and health of the key processes in place. Close any gaps through site leadership and report insights/trends to site and Cairo.
  • Support effective risk management by leading site risk reviews including maintaining the risk register, building capability and inputting to the business risk management process.
  • Lead the site operations engineering team to ensure equipment is operating within the design/operating limits, identify non-conformance, develop solutions and engage site/corporate leadership.
  • Support engineering and maintenance teams to ensure Safety Critical Equipment is appropriately identified and properly maintained.
  • Support and assist the UGDC Plant Manager and team to achieve stable and efficient operations to meet the UGDC production targets, KPIs and milestones in line with the company Performance Contract. Lead the reporting and investigation of process upsets.
  • Follow up of plant performance and productivity and liaison with upstream feed gas plants to enhance coordination of forecasting and shutdowns to minimise process impact of feed gas quality and quantity disruptions.
  • As a safety leader:
    • drive the implementation of the process safety plan on site including building competence and practical application into daily operations.
    • Set the expectations and support the implementation of UGDC HSE policies and procedures.
    • Support the development of an open, trusting and caring safety culture.
    • Follow up on the timely closure and management of open safety observation actions, Action Tracking Register (ATR) actions and Overdue anomalies.
  • Act as the Modifications authority for all PMRs including management of the automated Plant Modification Request (PMR) process.
  • Provide coaching and mentoring to the site personnel in all areas notably, SoL, operating discipline, process optimisation, CoW, maintenance, planning, MoC, HSE and Process Safety.
  • Act as the focal point for coordination between the site operations team and the Integrity Management Team to ensure cooperation for Integrity Inspections and timely close out of Integrity actions.

Job Requirements

Essential Education:

Bachelor’s degree or higher in Mechanical or Chemical Engineering.

Essential experience and job requirements:

  • Minimum 15 years of experience in NGL, LNG or oil & gas processing facilities.
  • Demonstrated experience of leading operational facilities to a high level of operating discipline including Safe Operating Limits, CoW, process safety and embedding a strong safety culture.
  • Experienced at influencing facility and corporate leadership and partners on the safe operation and maintenance of the facilities, including financial and organisational aspects.
  • Strong leader who can hold the line the operating standards, have challenging conversations up and down the organisation and coach/develop teams to deliver strong operating discipline.
  • Strong communication skills with good spoken and written English language.
  • Egyptian national
