Job Description
POSITION
- The Construction Estimator belongs to the Construction Estimation & Proposal team within the Construction Division.
- The Construction Estimator is appointed to a project by the Head of the Department and reports to the latter.
- On the project level, the Construction Estimator is a function within the Proposal/Contract Execution team.
- He/she belongs to the in-house construction team headed by the Construction Proposal Manager/Construction Project Manager.
RESPONSIBILITIES
- Definition and coordination of the inputs required from all disciplines for the construction
- estimate,
- Preparation of Bill of Quantities (BOQs) and construction inquiries,
- Analysis, evaluation, and clarification of construction proposals received from subcontractors,
- Estimation of construction supervision and commissioning work,
- Estimation of temporary site facilities,
- Estimation of the construction in-house scope,
- Performance of an as-built analysis.
DUTIES
- In the bid phase, the Construction Estimator supports the Construction Proposal Manager with respect to estimation. His/her tasks include:
- Preparation and adaption of the list of deliverables during the bid phase.
- Preparation of the BOQs and adaptation to suit the project requirements.
- Performance of in-house estimate.
- Preparation of Instructions to Bidders (ITB) and adaptation to relevant scope.
- Initiation of tendering process and handling of the request for clarifications.
- Preparation of the bid pre-evaluation.
- Evaluation of other bid documents and request for clarification when needed.
- Shortlisting of bidders.
- Preparation of the cost estimate based on the bidder or approach selected.
- Preparation of and participation in technical negotiations with shortlisted bidders.
- Preparation of the cost estimate summary and presentation at bid approval meeting of all disciplines.
- Consolidation of BOQs for future use in estimation.
- Preparation of Lessons-Learnt session.
- In the contract execution phase, the Construction Estimator supports the Construction Project Manager with respect to estimation and subcontracting.
- His/her tasks include:
- Performance of contract assessment and definition of contract baseline with respect to estimation and proposals
- Selection and set-up of IT tools required
- Preparation of discipline-specific Q plan by adopting the Global Guidelines to project

- Preparation of BOQs and adaptation to suit the project requirements
- Compilation of quantities and entry into BOQs
- Drawing-up of the in-house estimate, estimation of work units and direct man-hours
- Provision of work units to Construction Mechanical Completion
- Preparation of Instructions to Bidders (ITB) and adaptation to the relevant scope and project conditions and reconciliation with Procurement
- Preparation of appendices to ITB
- Compilation of inquiry documentation packages
- Initiation of tendering process and handling of the request for clarifications from bidders
- Performance of bid pre-evaluation and completion of BOQs with relevant information from subcontractors
- Evaluation of other bid documents and request for clarification when needed,
- Benchmarking of bids to in-house estimate
- Shortlisting of bidders
- Preparation of and participation in technical negotiations with shortlisted bidders,
- Preparation of cost estimate is included in the scope of contract work (duties are the same as for estimation in bid phase
- Consolidation of BOQs for future use in estimation
- Performance of as-built calculation, including preparation of as-built construction summary, Preparation of Lessons-Learnt session.
- Mechanical Engineers are required
