Job Description

OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.The unit of Infectious Hazards Management is responsible for supporting countries for prevention and control of high threat diseases of both epidemic and pandemic potential through development and dissemination of evidence-based policies, tools, norms and standards as well as strategies to control infectious disease hazards.

The PIP Framework has been adopted by Member States in 2011. Its implementation requires to manage three distinct areas of work: Coordination with the PIP Secretariat, managing the PIP Partnership Contribution (PC) funds implementation and monitoring and reporting on the progress of implementation of activities under the PIP PC funds in accordance with the agreed goals and objectives.

DESCRIPTION OF DUTIES

  • Coordinate with the PIP Secretariat and ensure effective organization, management and implementation of the PIP Framework supported activities and plans at the Regional and Country Officers.
  • Coordinate with technical focal points implementing PIP PC activities at the regional and country office level; provide technical guidance and support to countries for development and implementation of appropriate work plans supported by the PIP PC funds
  • Oversee and manage the mechanisms, activities, to ensure effective coordination, planning, implementation, monitoring and reporting of the use of the PIP Partnership Contributions.
  • Develop and implement a communication strategy on implementation of the PIP Framework and provide perspective, advice and guidance on activities related to the PIP Framework such as improving epidemiological and virological surveillance, influenza disease burden estimation, risk communication etc. as they are consistent with Framework procedures.
  • Monitor all regional and country, technical and financial, implementation of PIP PC activities; Regularly monitor technical implementation of activities and progress against indicators, providing recommendations for course corrections as needed.; Generate technical and financial progress reports on implementation of all PIP PC activities in the region and its countries, using pre-defined indicators of success.; Ensure timely submission of technical and financial reports to the PIP Secretariat Participate in coordination meetings when called upon by the PIP Secretariat.
  • Oversee and develop timely evidence-based reports to the Advisory Group and to the PIP Secretariat.
  • Plan, manage and monitor the activities of the team so that activities reflect the administrative and budgetary standards, guidelines, priorities and directions of WHE/IHM and the allocation, monitoring the use of the resources so that adequate support is assured
  • Manage and develop work plans and performance indicators, monitor and evaluate the work of the team and its interaction with other teams so that the work is technically excellent, effectively and efficiently conducted, and completed to a high standard.
  • Develop strategic partnerships with the various counterparts and international partners to implement appropriate interventions, including strategic planning, tactical and project planning, facilitation, instruction, and information and documentation development.
  • Proactively inform the supervisor of situations which might pose a threat to WHO or its reputation and propose solutions to address the problems.
  • Empower and motivate staff to use and support multi-disciplinary, cross-cutting approaches to work where beneficial for accomplishing goals.
  • Represent the PIP Secretariat at international meetings and conferences, when required.
  • Perform other related duties including replacing and backstopping as required.

Job Requirements

REQUIRED QUALIFICATIONS

Education

Essential:

  • University degree in medicine with masters' degree in public health.

Desirable:

  • Training in project management, communicable disease programme management, communication skills or international relations

Experience

Essential:

  • A minimum of 7 years in planning for public health and development at national and international level, including considerable experience in developing countries.
  • Experience in developing or managing multi-sector partnership programes

Desirable:

  • Experience in WHO or the UN system, particularly WHO rules and regulations related to legalmatters, and its role with the United Nations.
  • Experience of collaboration with international organizations and NGOs an advantage.

Skills

  • Theoretical and practical knowledge on managing public health programmes, complemented by experience and in-depth understanding of the PIP Framework and International Health Regulations, working knowledge of other important related initiatives or frameworks
  • Excellent negotiating abilities to advise Member States.
  • Proven experience in management (finances, budgets and staff) and clear proof of responsibility for management of work plan activities.
  • Demonstrated effectiveness in building sustained partnerships and working with others in international settings.
  • Capacity to work on cross-sectoral projects.
