Background
John Snow, Inc. (JSI) seeks highly qualified and accomplished public health leaders and providers for the recently awarded United States Agency for International Development (USAID)-funded Strengthening Egypt’s Family Planning Program (SEFPP). The five-year project is led by JSI in partnership with the Busara Center for Behavioral Economics, Center for Development Services, and Population Council and works in the nine governorates of Upper Egypt and the slum areas of Cairo and Alexandria. SEFPP is designed to provide technical assistance and training in support of Egypt’s Family Planning/Reproductive Health (FP/RH) Program, with a focus on increasing demand for FP services and improving the quality of services to lead to a positive change in contraceptive use over time.
Job Summary:
- The Monitoring, Evaluation, Research and Learning (MERL) Officer is a full-time position based in the Cairo office.
- S/he will be responsible for supporting monitoring of program indicator progress to evaluate program performance in terms of achieving results; establishing and maintaining the program database; and providing relevant support for ongoing monitoring and evaluation activities.
- S/he will support research preparations and field activities and manage research firms/consultants.
- The MERL Officer will be supervised by the SEFPP’s SI Director.
Primary Responsibilities and Duties:
- Coordinate program data collection and entry and manage the M&E database.
- Undertake regular visits to the program’s venues to support implementation of M&E and ensure quality of data collection and adherence to USAID standards.
- Coordinate administrative tasks for SI unit activities with finance and operations team.
- Support data quality assurance procedures for the program and conduct periodic data quality reviews.
- Participate in assessing the capacity needs of the MOHP/NPC teams and implementation of training workshops as identified.
- Support planning for and implementing the field work of research implementation activities.
- Participate in development of research protocol, instruments design; and research-related field work implementation.
- Oversee any consultants, research firms/institutions, or sub-grantees engaged by SEFPP for research-related activities.
- Secure ethical and official clearances from required entities for all research as appropriate and ensure adherence to ethical standards and practices in all research undertaken by the program.
- Support the documentation of strategic information unit activities.
- Other tasks as assigned, required, or requested.
Job Requirements
Desired Qualifications:
- Bachelor degree in social studies, economics, public health or a related discipline
- Minimum of three years of experience in monitoring and evaluation and/or research in Egypt;
- Computer skills are essential, including word processing, graphics and statistical analysis (e.g. Stata, SPSS);
- Ability to develop and deliver training sessions on Monitoring, Evaluation and Research;
- Sound decision making skills as well as excellent organizational, communication and analytical skills;
- Excellent presentation and writing skills in both Arabic and English;
- Ability to work in a team and willingness to manage multiple tasks and responsibilities simultaneously and ability and willingness to travel extensively to governorates and slum areas, as well as internationally if required.
