Job Description

WINROCK INTERNATIONAL is a non-profit organization that works with people around the world to empower the disadvantaged, increase economic opportunity and sustain natural resources. Winrock has been awarded a sub-award under the USAID funded Food Security and Agrobusiness Support Project working across seven governorates in Egypt: Luxor, Aswan, Qena, Beni Suef, El Menia, Assiut, and Sohag.

Winrock is leading the irrigation component of this project to rehabilitate existing infrastructure and lead educational activities on improved irrigation techniques. In addition to the specific tasks described here and below, the consultant will assist in preparing recommendations on wider strategies and policies to achieve this aim.

Scope of Work Outline

The consultant is expected to contribute their technical and cultural knowledge and expertise to improve irrigation technologies and practices in seven Egyptian governorates. The consultant will work with Winrock’s home office and another consultant while assisting with reporting to the prime implementing organization. Specific tasks to be performed by the consultant include:

  • Design the pre/post farm audit methodology with the international consultant and home office. (7 days)
  • Visit seven lead farms with an international consultant to conduct a pre-rehabilitation audit. This will take place in March with transport and per diem covered for trips to Luxor and Assiut. Luxor and Assiut will serve as hubs to travel to each of the seven sites for the audits. (15 days)
  • Oversee the implementation of irrigation system upgrades. The consultant is approved for 3 days visit each site and oversee installation. (21 days)
  • Train the lead farmers in proper irrigation system utilization and maintenance. (Included in 21 days above)
  • Review training materials on improved irrigation and make recommendations on the materials and training methods. (7 days)
  • Design and conduct demonstration on drip irrigation for smallholder horticulture in Upper Egypt in cooperation with Egypt FAS Technical Specialists. (10 days)
  • Provide ongoing technical assistance remotely to smallholder farmers receiving improved technologies

The total time requested for this consultant will be up to 90 days depending on the level of input required. Specific deliverables will include:

  • Seven rehabilitated farm demo sites
  • Pre-farm audit conducted
  • Monthly activities reports summarizing the consultant’s work

Duration and Timing

  • 60 days’ work to be completed by August 31, 2019
  • Consultant should be based in Luxor, Assiut, or Cairo with travel to all governorates.

Job Requirements

Profile of the proposed consultant

  • Minimum Bachelor’s degree or equivalent in irrigation, water resource management, agricultural engineering or another relevant subject.
  • Advanced degree preferred
  • A minimum of 10 years’ experience in engineering projects, particularly in water resource management or irrigation.
  • Knowledge of irrigation techniques and technologies
  • Strong communication skills in English required
