Job Description

  • The finance and administration manager is in charge of the finances and administration for the delegation, as well as for any collaborator related to finance or administration.
  • Autonomously guarantees and manages the daily decisions and action to be taken within their responsibility domain, in cooperation with the finance and administration coordinator or the delegation manager (depending on the country).

Main responsibilities :

  • Take part in the definition of strategic orientations for the country, in coordination with the delegation manager and the coordinators
  • Plan activities he/she is in charge of and oversees its implementation; the coordinator also has to manage and supervise the associated resources
  • Ensure the coaching of any collaborator under their responsibility, from the recruiting to the final collaboration reports. Use the good practices so that their management respects the values of Tdh. Put the staff management policies in place within the delegation.
  • Ensure the correct financial management of the project or activity and of the funds available for it. Guarantee a monthly tracking of budgets
  • Know and implement policies on security, child protection and fraud prevention
  • Help ensure the correct flow of operational information within the delegation and with the headquarters (especially for institutional reporting)
  • Within its field of activity, strengthen and develop synergies with government institutions, the rest of NGOs and the local organizations
  • Prepare, accompany and track financial audits
  • Carry out any financial and administrative activity related to their mission
  • Respect and see to the enforcement of the delegation's own regulations and financial and administrative processes
  • Ensure the fulfilling of all necessary formalities required by the government or any other official agencies
  • Take part in the drafting of the mission's contractual documents (in collaboration with the local authorities, partner OSI and local NGOs, suppliers, rental agreements, etc.) within their areas of expertise
  • See to the payment of the monthly invoices to suppliers and service providers within the due deadlines
  • Ensure that contracts (for services, HR, etc.) respect the national legislation
  • Ensure the fulfillment and adherence to the signatories' schedule for purchases and payment authorizations
  • Ensure the correct management of any contracts signed with donors and partners
  • Take part in the preparation and creation of audits to the annual accounts
  • Take part in the strategic decision-making implying financial aspects, and warn the hierarchy about any eventual risk
