Job Description

Job Title: Disability Officer

Department: HEI Public University Scholarship Program, AMIDEAST/Egypt

Immediate Supervisor: Project Director

Location: Cairo, Egypt

Position Summary:

The Disability Officer is responsible for the project that will establish and/or develop a disability service center at each of five public universities (Ain Shams, Alexandria, Assiut, Cairo, Mansoura) through coordination with university leadership, a subgrantee with expertise in disability services, and the AMIDEAST HEI team. The Officer will ensure a strong management and policy structure for each center, establishment of a strategic plan, and implementation of activities to achieve project objectives. The Disability Officer will also provide technical guidance and advice to the AMIDEAST HEI team working with students with disabilities. The Officer will report to the Project Director.

Responsibilities:

  • Oversee the establishment and development of disability centers at the five partner universities
  • Communicate and coordinate closely with subgrantee—monitoring implementation, advising and supporting, reviewing performance, documenting achievement of objectives, and monitoring budget and spending
  • Work with university leadership as needed to ensure the success of the disability centers
  • Encourage the sustainability of the centers by supporting best practices in management
  • Monitor the project actuals against the budget, including subrecipient spending, and report quarterly on progress and projections.
  • Monitor progress of the project and report against Monitoring and Evaluation indicators.
  • Collect data and maintain documentation of all project activities.
  • Prepare all required reports
  • Network with and create links to other relevant institutions/companies working with disability to share experiences and lessons learned, which can inform project activities.
  • Visit project sites to build relationships with university leadership and disability staff, advise project implementers and partners, and monitor project activities.
  • Provide guidance to AMIDEAST HEI Student Officers on supporting and guiding scholarship students with disabilities (needed assistive technology, etc).

Job Requirements

Required:

  • Bachelor’s degree from an accredited, well-recognized university in a relevant field such as education or international development;
  • Minimum of 5 years of project management experience
  • Experience in the disabilities field
  • Strong people management and interpersonal skills, with a demonstrated ability to work collaboratively in a team environment
  • Fluent in English and Arabic, with exceptional communication skills
  • Excellent computer skills including Microsoft Office
  • Egyptian citizenship

Preferred:

  • Experience working on policy with governmental institutions in Egypt, ideally
  • Master’s degree from an accredited, well-renowned university in a relevant field such as education or international development;
  • Experience working on USAID projects focused on education or training;
  • Excellent interpersonal skills
