Job Description

Main Purpose

The position has 3 main roles:

  • Support the project’s teams in their needs regarding electronic health information systems, in both implementation and management (to support the operations),
  • Manage first line user support of those tools and liaise with HQ E-Health teams when necessary (at project level and, possibly later on, at mission/regional level),
  • Change Management & Knowledge transfer (both unstructured and through training materials).

In the first 12 months, the position is focused primarily on the Electronic Medical Records (EMR) implementation in Maadi project.

Accountabilities

1. Support the project’s teams in their needs regarding electronic health information systems (implementation and management):

E-Health Business Analysis:

  • Work with clinical and non-clinical staff to analyze and document the needs of the users into expected results, high-level requirements, metadata and work-flows and validate them with supervisors and managers
  • Challenge the needs, point out the constraints and advise the project teams on pros and cons of each E-Health solution
  • Provide guidance and expert advice to the PMR and teams on available OCB E-Health services
  • Liaise with HQ E-Health Referent to understand the solutions available in OCB as well as preparing analyses and implementations.
  • Work in close collaboration with the E-Health Unit to identify and implement the right tools, data and processes for the right problems
  • Collaborate closely with the implementers to ensure their understanding of priorities and to detail the requirements
  • eHealth Projects Management:
  • Accountable to prepare and monitor the implementation of E-Health activities in the project and follow the E-Health tools’ development and deployment
  • Make sure all infrastructure is in place, tested and ready for any deployment
  • Responsible for the proper use and maintenance of E-Health tools and solutions

2. Manage first line user support of those tools and liaise with HQ E-Health teams

  • Organize the first line user support to ensure a sufficiently effective response to issues
  • Escalate issues and potential problems that surpass the first line through the eHealth referent
  • Focal point for all matters linked to eHealth tools and link to Brussels through the technical referent – this includes filtering and escalating feedback, bugs and potential future adaptations of the tools

3. Change Management & Knowledge transfer

  • Design, plan and implement an implementation-specific change management approach
  • Ensure the correct usage of the system within the adapted workflows by all its users as well as their satisfaction with it and the project’s adoption of it
  • Communicate with end users and manage expectations to ensure their understanding of what will and will not change and how the process of change will influence their jobs over time
  • Ensure appropriate training of all users of the tools at time of implementation as well as throughout the tools’ lifetime

Moreover, in addition of carrying out other responsibilities assigned by the Project Medical Referent, the E-Health Manager will also be in charge of:

EMR (Electronic Medical Record) Implementation (during the first 12 months)

  • Take over the responsibility of the Mobile Implementation Officer for the EMR after handover and coaching
  • Plan for and organize user testing to include their feedback throughout the implementation process
  • Manage users’ roles and access the Admin UI of OpenMRS

Data Protection

  • Support the PMR and FieldCo (who are the overall responsible of Data Protection in the project) in the implementation of the procedures related to Data Protection and Data Management in the project
  • Responsible of the briefing of new recruited staff and yearly refresh of it.

Job Requirements

Requirements

Education

  • Master or Bachelor degree in Information Technology, Economics, Business Administration, Management or related field

Experience

  • Experience as project leader, business analyst and/or data modeler in information systems related projects
  • Preferable previous Experience with eHealth, HIS, mHealth projects implementation
  • Agile project management experience and/or experience with configuration of Open MRS based tools would be an asset

Languages

  • Essential: English and Arabic

Knowledge

  • Essential Computer literacy
  • Complementary knowledge in database, software, web development, mobile environment, GIS, UAV’s is an asset
