Job Description

The Centers of Excellence (COE) activity was designed by USAID and the Ministry of Higher Education and Scientific Research (MOHESR) to support Egypt’s economic development by establishing “partnerships for human and institutional capacity building between higher education institutions in the United States and developing countries.” The COEs will strengthen the capacity of Egyptian universities to respond to changing public and private sector needs for applied research and skilled graduates in the sectors of agriculture, water and energy. As the Government of Egypt (GOE) body responsible for funding, overseeing, regulating, and accrediting higher education efforts in Egypt and ensuring the quality of higher education nationwide, MOHESR seeks through this project to build upon ongoing USG-supported efforts to strengthen higher education access and quality in key technical fields. Specifically, USAID and MOHESR intend to create a sustainable model for market driven university education in an environment that fosters scholarship supported equitable access for women, persons with disabilities,and academically qualified, yet financially needy students.

Objective and Specific Responsibilities:
The Chief of Party is responsible for the overall management of this activity, ensuring achievement of
results and objectives.

  • S/he will serve as the primary liaison to USAID on all activity matters, and provide overall technical, management, and financial oversight.
  • S/he will provide leadership and direction for the activity; ensure effective project management; set a clear strategic vision; oversee fiscal and procurement integrity; ensure high quality and timely submission of deliverables; and ensure harmonious coordination with USAID/Egypt, the Government of Egypt, other donors, and partner organizations/universities.
  • The Chief of Party will supervise key staff and ensure compliance with USAID and USG rules and regulations.
  • S/he will be supervising local project personnel and closely monitoring and mentoring COE staff in each university and responsible for overseeing COE personnel training programs; liaising with university administration teams to address sustainability issues; and ensuring that each COE delivers quality student services and effectively uses local private partner resources.

Job Requirements

  • A Master’s Degree in the relevant COE technical field (agriculture, water, or energy), public policy, higher education, administration, international development or another relevant field from an internationally recognized university.
  • A minimum of ten years of professional experience in the successful implementation of higher education and/or human and institutional capacity development programs.
  • A minimum of five years of international experience leading capacity development programs.
  • that involved collaborative design and implementation across multiple institutions.
  • Proven leadership in the administration of similar sized international donor technical assistance projects, or universities and with skills in strategic planning, management, supervision and budgeting.
  • Familiarity with the Middle East preferred; familiarity with Egypt strongly preferred.
  • Demonstrated ability to develop and communicate a common vision among diverse partners.
