Job Description

  • Controls and co-ordinates the accounting activities carried out by his subordinates and ensures compliance with standing accounting practices and with the company's procedures and instructions in order to:
  1. Prepare & submit the prescribed project financial & management reports and, in concert with the cost control engineer, the cost analysis reports within the specified period.
  2. Keep the Project Manager currently informed on the financial position of the project and advise him on financial matters including the implications of program changes and progress variations as compared to program.
  • Directs the activities and supervises the performance of personnel assigned to his section to ensure that the requirements of sound accounting principles and the company's manuals, procedures and instructions, as well as any statutory requirements by the Government, are met.
  • Sets up the program of accounting work and ensures its implementation. This includes maintaining up to date accounts covering project operation in monetary terms, and compiling periodic reports as stipulated in the company's procedures and manuals.
  • Supervises the maintenance of fixed assets records and accounts (land, buildings, plant & equipment, furniture etc.) and ensures timely preparation of statements covering hire/rental charges, maintenance costs and their allocation, depreciation, additions, transfers, disposals etc. Normally participates in periodic inventories of such assets according to company procedures.
  • Supervises the proper maintenance of cost accounts: Reviews documents affecting project costs, verifies cost allocations (in close co-operation with the cost control engineer) and supervises the compilation of relevant reports. Ensures that the coverage of such reports meets with management requirements.
  • Keeps under close surveillance all recoverable accounts (bonds, guarantees, prepayments, advances, deposits etc.) and follows up their settlement on maturity.
  • Supervises the processing of incoming invoices and vets them to ensure that they are properly supported and authorized. Arranges for the settlement of payable accounts in accordance with payment procedures.
  • Checks and signs all vouchers (journal, cash payment and receipt) prepared by his subordinates. Queries any deviations from current company policies covering employment conditions and personnel policies and practices and other procedures and instructions.
  • Exercises control over bank transactions such as letters of credit, settlement of documents, transfer of funds etc. Is normally the first signatory (jointly with the Project Manager or his authorized delegate) on all bank transactions.
  • Leads the preparation of periodic financial statements and forecasts which reflect the financial position of the project during its progress (profit & loss accounts, balance sheet, cash flow forecasts etc.). Analyses these statements and submits to the Project Manager for his comments and advice on the financial implications of planned and actual progress within the project program.
  • Ensures that all statutory financial obligations towards the Government are fulfilled both for the company and for the employees, e.g. taxes, social security payments, special payroll deductions etc.
  • Supervises the performance of standard accounting functions such as the preparation of payrolls, the posting to and reconciliation of all accounts in the various ledgers, the preparation and reconciliation of monthly trial balances, the calculation of employees' and other provisions statements.
  • Performs other related duties such as advising project management on various aspects of accounting work, conducting special studies, preparing reports and analysis as required, answering incoming correspondence relating to his section, and the proper training and development of subordinates.
  • Maintains close functional liaison with the Finance Manager and the Head of Accounts at the Head Office.

Job Requirements

  • Years of experience: 2-5 years
  • Qualifications Required: Bachelor of commerce - Accounting field.
  • Knowledge Required: Excellent knowledge of computer skills, MS Office suite and accounting software and ERP System.
  • Good command in English Language.
  • Has a frequent contact with other section heads and senior employees in the project to obtain information or to provide advice, and with the Head Office Accounts to seek advice and liaise concerning accounting and financial matters.
  • Has a regular contact with suppliers, subcontractors, bankers, clients etc., for the settlement of accounts.
  • Complete familiarity with the company's current procedures and instructions, and experience in the construction industry accounting and peculiarities.
  • Ability to work outside regular work schedule
  • Good communication skills.
