Job Description

Core responsibilities
  • Advise the Regional Bureau on the implementation of the corporate Gender Policy and Regional Gender Strategy to mainstream gender into WFP Operations at the regional level and in Country Offices;
  • Ensure robust mainstreaming of gender into WFP programming and operations, including systematic gender analysis, policy advice on specific gender issues that impact on WFP operations and advice on addressing gender-dimensions of nutrition programming, humanitarian response and other technical areas;
  • Work with senior management in the RB and the COs to ensure strong institutional commitment and leadership (through active and visible champions) for Gender Equality and Women’s Empowerment (GEWE) programme and process objectives;
  • Manage the effective application of the Gender Marker and ensure that staff are equipped to sustainably mainstream gender equality objectives/goals in all WFP strategies, projects and programmes;
  • Support the establishment, coordinate the work and strengthen the capacity including on gender analysis of the Regional Bureau Gender Results Network Team and the regional Gender Results Network;
  • Strengthen strategic partnerships on gender and support mobilization of resources required to implement the WFP gender policy and gender regional strategy effectively;
  • Develop and implement gender training across the region including on gender, gender analysis, Gender Based Violence, Sexual Exploitation and Abuse and other related subjects;
  • Strengthen WFP workforce and partners’ gender awareness and gender analysis capacities and improve their ability for gender mainstreaming in project design and throughout the programming cycle;
  • Knowledge Management, Information and Analysis
  • Support the work of the Gender Results Network in the region. Contribute to gender knowledge networks and communities of practice through identification of best practices and lessons learned;
  • Undertake a baseline assessment of GEWE in the region and in WFP operations as needed;
  • Ensure that gender considerations are integrated in all surveys, collection and analysis of demographic, physical, economic, and financial data; these include supporting the collection, analysis and use of sex-and-age disaggregated data (quantitative, qualitative and anecdotal);
  • Mainstream gender into needs assessment frameworks including adaptation of tools, collection, analysis and reporting processes to ensure that different beneficiary needs are identified and met and equal opportunities given;
  • Provide advice on the integration of gender in the formulation of country-level project projects/programmes;
  • Work with GenCap, where relevant, to provide technical support to the collection, analysis and use of sex- and age disaggregated data across all humanitarian programmes, in partnership with the Humanitarian Information Centre and others;

Programme Support

  • Facilitate and support the integration of gender perspectives in the overall strategic planning and programming of projects/programmes. Where appropriate, this support should be extended to mainstreaming gender into food security and nutrition sectors/clusters by providing direct technical policy and programmatic support to WFP and its partners in order to improve service delivery across the sector and in close coordination with other sectors;
  • Coordinate the Gender Marker Coding at the regional and country levels;
  • Strengthen monitoring of gender mainstreaming in the development of country strategy, programme/project design and implementation tools;
  • Work with RB and CO teams in setting up or adapting existing monitoring systems to measure progress in gender mainstreaming results by using inter alia the WFP Strategic Results Framework and other gender guidance;
  • Strengthen Regional Bureau and COs engagement in the roll out of the Transformative Agenda and related initiatives such as Accountability to Affected People, the Response Monitoring Framework, development of Humanitarian Programme Cycle reference module and training materials, etc.;
  • Ensure the integration of gender indicators into M&E systems/tools and inter-agency/cluster results frameworks; the UNCT score card and the Quadrennial Comprehensive Policy Review (QCPR);
  • Provide support and build capacity for the integration of gender into disaster preparedness, contingency, resilience and post-disaster needs assessments planning

Capacity strengthening

  • Coordinate the implementation of corporate training and gender capacity development initiatives in the region;
  • Provide (and/or facilitate) training/ orientation at regional and country level on gender awareness, gender analysis, gender marker, GBV, PSEA and other related gender issues;
  • Advice and assist in the development

Job Requirements

Education:
  • Advanced university degree (MA or PHD) in one of the following disciplines: social sciences, gender, international development, development economics or another related field.

Experience:

  • At least 10 years of solid, responsible and relevant work experience in the gender field

Knowledge & Skills:

  • In-depth knowledge of gender in humanitarian and development settings, gender-based violence, humanitarian policy issues, and its linkage with food security and nutrition.
  • Solid analytical, writing skills, and communication skills (including developing advocacy messages)
  • Sound knowledge and skills in training and facilitation.
  • Knowledge of UN system policies and functions of gender-mandated agencies.
  • Flexibility to travel on short notice and in challenging and difficult environments.
  • Team spirit and excellent interpersonal relations.

Language:

  • Working knowledge (proficiency/Level C) of English is required and working knowledge of other UN language
